The Taipei City Police Department recently discovered that people were selling a synthetic marijuana online and claiming it was legal and very potent. It has arrested a seller surnamed Tsao and busted the drug factory he was operating out of his home.
These two people made arrangements to meet up for a transaction. Right when they were about to conduct the transaction, the police swooped in and made arrests. The police confiscated a box that contained bags of what looked like medicinal herbs. Tests showed they were actually synthetic marijuana.
Huang Li-heng, Captain, Criminal Investigation Division, Taipei City PD: “During the investigation, we had police officers undercover as street cleaners and they collected evidence for a long time to progressively trace the source. The task force took advantage of a transaction to arrest the drug dealer.”
The police also arrested the person selling the drugs, who was carrying a stun gun for self-protection. The police discovered that the suspect, surnamed Tsao, was selling the drugs using Facebook and making claims that they were legal and more potent than marijuana despite being synthetic. He reportedly sold NT$50 million worth of drugs.
Huang Li-heng, Captain, Criminal Investigation Division, Taipei City PD: “He worked with a drug ring in China to acquire the raw materials to make these drugs. They were sent to Taiwan in packages marked as cosmetics, and many breakpoints were set up to avoid police detection.”
The police raided the suspect's residence in Taoyuan and confiscated semi-finished synthetic marijuana products and tools. In addition to Tsao, five others have been arrested. They will be investigated for violations of the Narcotics Hazard Prevention Act. This was the first-ever synthetic marijuana manufacturing case busted by the Taipei City Police Department's Criminal Investigation Division.

台北市刑大毒緝中心隊長黃立恆表示：「在偵查期間偽裝成道路清潔人員，長期埋伏蒐證、逐步溯源，專案小組在趁毒販交易的時候進行逮捕。」
不只搜出毒品，賣家害怕黑吃黑，還隨身攜帶電擊槍防身。警方調查，曹姓男子在臉書匿名發文，大量散佈販售訊息，劈頭就寫絕對合法，並宣稱不具大麻成分，但效果比大麻更強烈等話術，吸引民眾購買。初估不法獲利，已經超過5000萬元。
台北市刑大毒緝中心隊長黃立恆指出：「為了取得這個製毒的原料，那與大陸的販毒集團合作，以化妝品的名義將毒郵包寄送到台灣，再設立多處的斷點以規避警方追查。」
位在桃園市桃園，嫌犯的高級住家，警方進一步破獲製毒源頭，起獲合成大麻半成品，以及各項製毒工具等等。而員警抓毒販層層溯源，陸續逮捕5名涉案人，依《毒品危害防制條例》偵辦，這也是台北市刑大，破獲的首起合成大麻素製毒案件。
