Interior Minister Hsu Kuo-yung told lawmakers Taiwan has over 100,000 air raid shelters which is more than enough for everyone, but admitted under questioning many shelters lack water, power, and showers.
There are over 100,000 underground air raid shelters in Taiwan, including private ones. Interior Minister Hsu Kuo-yung says there are more than enough shelters to go around for everyone. In Switzerland, shelters have a 14-day water and electricity supply and also have bathing facilities including showers for radioactive substances. Pressed by lawmakers, Hsu admitted that's not the case in Taiwan. Lawmakers also wanted to know who would be at the command post on the ground if shelters are filled to capacity.
Hsu Kuo-yung, Interior Minister: “Everyone would be panicking. That's a given. We just hope that everyone won't panic. If that were to happen, you might see crowd issues. ”
Lin Ching-yi, Legislator (DPP): “Who will be the commander in charge? The management committee of the building?”
Hsu Kuo-yung, Interior Minister: “It'd be their management committee, of course. The building management committee and relevant civil defense organizations would be mobilized.”
Hsu also said the average age of civil defense exercise conveners is quite high and the government will try to change that. In addition, he said EMT-1 training would be incorporated into targeted alternative military service training programs. The Ministry of National Defense's reservist program, meanwhile, is targeting retired military volunteers to retrain on weekends. Response has been less than stellar. Only 37 navy and air force reservists have signed up for next year, and zero for the army.
Chiu Kuo-cheng, National Defense Minister: “…reservists and weekend warriors. We've crunched the numbers. There is a need for trained professionals in the navy and air force. The army thought about recruiting professionals, but it wasn't appropriate, so they didn't do it.”
The Army Command Headquarters says reservists will mainly be made up of senior professionals and it isn't actively recruiting reservists right now.
兩岸情勢緊張，當戰事發生，民眾需要躲進避難空間，目前全台涵蓋民間地下室，共有10多萬個防空避難處，內政部長徐國勇掛保證，一定能容得下所有人，但是否比照瑞士避難空間，提供14天的用水、能源準備，以及洗澡空間，清洗身上的輻射塵？徐國勇坦言，還有不足的部分，立委繼續追問，若防空避難場所已滿，現場誰來指揮，避免發生南韓梨泰院大規模推擠事件。
內政部長徐國勇表示：「因為大家是驚慌失措，一定的，我們就是希望不要驚慌失措。」民進黨立委林靜儀問及，現場指揮會是誰？徐國勇回應：「當然是他們的管理委員會，加上相關民防組織，都會出動。」
徐國勇也表示，民防演練的召集人員部分年齡偏大，會精進改善。至於替代役部分，要求補足24小時的緊急救護EMT1教育課程，也加入打靶訓練，一旦戰時動員，能就所屬工作地進行任務分組；此外，國防部推動後備戰士，主要招募退伍的志願役，利用周末回營訓練，卻被質疑成效不彰，明年海、空軍的招募需求只有37人，陸軍則是掛零。
國防部長邱國正說明：「後備戰士，假日戰士，這個我們經過評估，海空軍我們了解有一些比較專業的，的確有這個需要，陸軍這幾年來做了以後，大概高專方面有找過人，並不適當要找這些高專的人需要的話，所以他就沒有做這個工作。」
立委要求通盤檢討，陸軍司令部回應，後備戰士以高級專長人力為主，目前陸軍飛行、航管及保修專長人力招募成長，明年起才暫緩招募後備戰士。
