Former UMC Chair Robert Tsao recently announced a donation to the Kuma Academy, a civil defense training group. During a conversation with the founder of the academy, Tsao said his donation can help to stop a PRC invasion.
Former UMC Chair Robert Tsao recently donated NT$3 billion to help Taiwan's self-defense against China. He recently made another donation to the Kuma Academy, a civil defense training entity. During a conversation with academy co-founder Puma Shen, Tsao said it is very important to defend against a PRC invasion.
Robert Tsao, Former UMC Chair: “First of all, everyone has to wake up. (China) is already at our doorstep, ready to destroy Taiwan's free society.”
Puma Shen, Kuma Academy Co-founder: “During war, 95 percent of people are not on the frontline. What can these non-fighters do for logistic stability? And then, for example, let's say you're getting fake news attacks like with Russia. What are we supposed to do? ”
Tsao says Beijing promised no changes to Hong Kong for 50 years after the handover but changes started coming after 20 years and Taiwan needs to learn from this. According to Tsao, his donation is for preparation at both the civic and government levels.
Freddy Lim, Legislator (IND): “Actually, a lot of them are civic groups that they formed themselves so that everyone can be emotionally prepared when something happens. The government can create these organizations, and this is something that we in the legislature should of course be working hard on.”
Tsao says the people of Taiwan need to be building their emotional infrastructure along with their physical defensive capabilities. Others say countries like the U.S., Finland and Sweden never neglect civil defense preparation and training.

前聯電董事長曹興誠說：「今天要各個方方面面團體呀，大家第一個要覺醒過來，人家已經侵門踏戶，人家要把台灣自由社會毀滅。」
黑熊學院共同創辦人沈伯洋表示：「95%的人在戰爭，有時候其實不用在前線作戰，這些非戰鬥的人員，要怎麼樣讓後勤穩定，然後譬如說假設今天發生了一些，這個俄羅斯的一些假消息的一些進攻，我們到底應該要怎麼辦？」
曹興誠強調，像是香港回歸後，北京明明說50年不變，實際卻是20年就變，還架空司法，台灣應該引以為鑑。所以捐款投注國防及民防，也希望民力發揮之餘，政府也要做好準備。
無黨籍立委林昶佐指出：「其實他們很多都是，民間自己就趕快開始先組織起來，當遇到困難的時候，每一個人都已經做好自己的心理準備，政府來去做一些相關的組織，這個當然是我們在立法院裡面也要再努力的。」
面對曹興誠呼籲，民防準備中人民心理建設的重要性，更強調，要有實體防禦能力，所以國防準備更不能馬虎。與會者也呼應，強調像是美國、芬蘭、瑞典等國家，平時在民防準備及訓練上，從未鬆懈。
