COVID Passenger Allowed to Board Uni Air Flight 立榮飛廈門航班 一乘客入境後採檢陽性

Two passengers tested positive in Xiamen after leaving from Taiwan's Songshan airport and one of them was allowed on board with a positive COVID-19 test result. Uni Air issued a statement, admitting there is "negligence" , but also condemned the passenger for violating related regulations. 
 

Border control has been tightened since the pandemic broke out in Taiwan. Passengers of all nationalities are required to provide a certificate of a negative RT-PCR test result issued within three days prior to boarding the flight. However, a passenger with a positive test result was allowed on board a Uni Air's flight that left from Songshan to Xiamen on May 31. Despite having a positive PCR test for COVID-19. The Central Epidemic Command Center later confirmed the report.

We were notified yesterday around noontime by China that there were two confirmed cases of COVID-19 among the travelers. We now have a clear understanding of the testing situation of these two cases while they were still in Taiwan.

The flight carried 154 passengers to Xiamen. Among them, two tested positive after receiving tests upon arrival, including a man surnamed Chen and another passenger. Uni Air later issued a statement, admitting there was "negligence" in its passport and required document checks due to the recent heavy workload after the outbreak. Meanwhile, it also points out both of the passengers did not fill out the Passenger Health Declaration Form truthfully. Uni Air condemned their reckless actions that put others on board in danger and promised it will cooperate in the investigation process, educate its employees, especially ground staff and hand down punishment to those accountable.

The entire inspection process has become relatively complex due to the epidemic. If he did provide us with a positive PCR test, it would be impossible for us to allow him to board the plane. If we allowed him to board the plane, then it could only mean that we didn’t know that his test report was positive.

Flight crew members are at risk of being infected because they need to be in close contact with the passengers such as when they are serving meals. The virus can’t be seen with our naked eyes.

According to Uni Air ground staff members, passengers are required to have their PCR test checked once only at the ticketing counter. After that, only flight tickets and passports will be checked before boarding the plane. Flight attendants also have no right to inspect passenger’s PCR test report. Therefore, if the personnel at the ticket counter did not check the health information thoroughly, then a confirmed case could have boarded the plane and become an epidemic prevention loophole. Another potential loophole, according to flight attendants, is the facial recognition scanner at the Songshan airport. Following the surge in domestic COVID-19 cases, travelers are using the scanner instead of being checked by security personnel.

 
 
 
本土疫情爆發之際,邊境把關應該更嚴格,現在各國旅客登機前,都要檢附三天內PCR、核酸檢測陰性報告。不過,卻在5月31號一架從松山飛往廈門,B7-511航班,一名陳姓旅客,持PCR陽性報告,沒想到地勤竟然放行登機,成了防疫破口。指揮中心也證實,已接獲對岸通報。
 
中央流行疫情指揮中心發言人 莊人祥表示:「我們在昨天接近中午的時候,有接到中國大陸有告知,就是有兩例新冠肺炎的確診病例。所以我們現在了解,這兩例當初在台灣的檢疫的情形。」
 
該航班,一共載有154名旅客,廈門機場,不僅驗出,陳姓旅客陽明反應,同班機另一名乘客,也驗出陽性反應,共兩名乘客確診。事後立榮也發聲明稿證實,這名旅客,搭機前持有PCR檢測報告是陽性,而且沒據實填寫旅客健康聲明書,並坦承當天負責查驗地勤人員,因旅客登機資料繁瑣,查驗有所疏漏,沒有詳實把關檢查報告,立榮不滿這名旅客,不僅危害立榮航空員工,也可能讓同班機乘客染疫,立榮將配合主管機關調查並究責,也會持續加強機場第一線員工相關作業宣導及教育。
 
長榮企工秘書 黃士庭表示:「因為疫情的關係,所以整個流程會變得比較繁瑣。照理來說,就是如果他有提供陽性報告的話,不太可能放行。那如果我們放行,就代表我們不知道,他有提供他的報告,是陽性的。」
 
桃園市空服員工會理事 沈家源表示:「這個客人近距離接觸嘛!那他服務送餐的時候啦,病菌看不到,這個當然就是會有(染疫)風險。」 
 
立榮地勤人員表示,一般機場,查驗PCR檢測報告,只有一次,就是在櫃台購票時,至於登機前,只會查驗機票和護照,上了飛機後,空姐也無權查驗PCR證明,如果劃位時沒有仔細查驗,就有可能讓確診者搭上飛機。另外,也空服員表示,松山機場啟用"人臉辨識系統,因疫情升溫後,已改由旅客自主選擇走人臉辨識登機系統,沒有專人一旁查驗,也可能成為防疫破口。
