Guyana Terminates Agreement with Taiwan 續遵"一中" 蓋亞那終止設立台灣辦公室

On Feb. 4, Taiwan's Ministry of Foreign Affairs announced a diplomatic breakthrough: that it was building a "Taiwan representative office" in South American country Guyana. Less than 24 hours later, Guyana's Ministry of Foreign Affairs announced it had terminated its agreement with Taiwan and that it adheres to the One China policy. In response, Taiwan's MOFA and Presidential Office expressed "regret" over Guyana's decision. They also blamed China and called China "evil."


On the 4th, Taiwan's Ministry of Foreign Affairs announced a diplomatic breakthrough: that it was building a representative office in Guyana. An agreement for the rep office was signed in January. In response, China called on Guyana to "correct the error." Less than 24 hours later, Guyana's Ministry of Foreign Affairs and International Cooperation released a statement saying "it continues to adhere to the One China policy and its diplomatic relations remain intact with the People's Republic of China." In addition, the agreement with Taiwan was the "result of a miscommunication…and has since been terminated."


We hope relevant party will abide by the one-China principle, refrain from any form of official exchanges and establishment of official institutions with Taiwan, take concrete actions to correct the error and eliminate the negative effects. We solemnly warn the DPP authorities that any attempt to solicit foreign support and engage in separatist activities in the international arena will never succeed.
 
The PRC and Guyana established diplomatic relations in 1972. After the Guyana Ministry of Foreign Affairs issued its press release, Minister Hugh Todd issued a statement thanking the PRC for its donation of 20,000 COVID-19 vaccines to Guyana. Todd also posted a photo of himself with PRC embassy staff. Taiwan's Ministry of Foreign Affairs, meanwhile, expressed "regret" and called the PRC government "evil."
 
Because of pressure from the PRC government, the agreement was terminated through a one-sided announcement. So many people (on Taiwan's side) worked really hard to change Guyana's mind, but failed. Our government expresses deep regret over this. The PRC government does one thing and says another. This only serves to shine the spotlight on its evil nature and widens the distance between the people on the two sides of the strait.
 
The ROC Presidential Office also said it blames and condemns the PRC and that the PRC was showing the international community its true colors. In addition, the statement said China's suppression of Taiwan is pointless because Taiwan will continue to fight for international support. Neither the US State Department nor the American Institute in Taiwan have responded to the development, although both did when Taiwan and Guyana signed the agreement last month.
 
 
 
我國外交部4號宣布在南美洲國家蓋亞那設立"台灣辦公室",1月份簽署設處協議,目前正在完成相關籌備作業,不過消息一出,就引起中國強烈反彈,不到24小時,蓋亞那外交暨國際合作部就發出聲明,強調「一個中國」政策以及和中國邦交不變,與台灣協議因為"溝通失誤"而終止。
 
中國外交部發言人 汪文斌表示:「我們希望有關方面,恪守一個中國原則,不與台灣進行,任何形式的官方交往,不互設任何官方性質機構,切實採取措施糾正錯誤,消除負面影響。我們正告民進黨當局,任何偕洋自重,圖謀在國際社會上搞分裂的行徑,都是絕不會得逞的。」
 
中國與蓋亞那1972年建交,在當地也設有大使館,影響力極深,值得注意的是蓋亞那宣布撤銷台灣辦公室同時,蓋亞那外交部長陶德也發布新聞稿,宣布中國對蓋亞那捐贈2萬劑的新冠疫苗,陶德也PO出與中國使館人員會面照片,向中國政府表示感謝,證明中蓋堅實外交關係,背後原因不言可喻。台灣外交部則對於蓋亞那的決定表示遺憾,也怒批中國政府邪惡。
 
外交部發言人 歐江安表示:「因為中國政府施壓,而片面的宣布終止設處的協定,在經過多方努力之後,仍然無法改變蓋亞那的決定。我國政府對此深表遺憾,中國政府,說一套做一套的方式,只會更加突顯其邪惡的本質,並且讓兩岸人民的距離,更形疏遠。」
 
總統府也對中國給予強烈譴責與抗議,這讓國際社會再次認清中共政權的本質,中國的打壓不可能讓台灣有任何退縮,台灣會持續爭取國際社會的支持,而先前對於台灣在蓋亞那設立辦公室,美國國務院及AIT都特地發出新聞稿肯定,突然破局,美國至今還有沒回應。
