Issue of Stray Animals Handling Debated|流浪動物零撲殺政策 衍生收容所爆滿問題


Taiwan's policies for dealing with stray animals have evolved from euthanasia to birth control to zero euthanasia. The zero euthanasia policy has caused animal shelters to fill to capacity. Some animal rights groups say the government should add a trap-neuter-vaccinate-return policy to the Animal Protection Act. Other groups say this is a transitional measure that is not suitable as a long-term policy.


Taiwan currently has a zero euthanasia policy to deal with stray animals. As a result, animal shelters have become filled to capacity. There have been reports of dog attacks, which have caught public attention. Stray animals that are caught also have nowhere to go, so they may not be caught at all. This has led to conflicts between people and dogs.

Some animal rights groups say Taiwan should legislate a trap-neuter-vaccinate-return policy to institutionalize this method.

If authorities are able to come up with a strategy to resolve these problems, then this wouldn't have to be institutionalized. However, if they're unable to provide a solution, you can only use the law to require this.

One alliance says it is against institutionalizing TNVR, as this is only one possibility for resolving the stray animal issue. It agrees that neutering is very important, but it is against the returning part being institutionalized and adds this should only be the last resort.

If it is put into the law, then returning will be viewed as a method, an ordinary way to deal with stray animals. We believe this is not an ordinary way. This is only a last resort.

The Council of Agriculture is also against institutionalizing TNVR.

We want to let local governments use methods in line with local circumstances, because each place has a different situation. It doesn't mean you can execute it completely if you add it to a law or enact a law.

The government has spent NT$3.8 billion dealing with stray animals over the past 18 years. The COA has limited resources, so it hopes to focus on hot spots and promote TNVR while working with local care units. It believes policies need to be flexible and adjusted as needed and institutionalizing a single measure won't necessarily resolve the problem.



地方政府配合推動收容所零撲殺政策,但也發生流浪狗傷人事件,引發民眾不安,近年來零撲殺上路,不少收容所狗滿為患,地方抓了也無處可安置,可能就不抓,導致人狗衝突升溫。有動保團體提倡,應該TNVR入法,讓捕捉、結紮、施打疫苗、原地回置的做法法制化。

湖光動物醫院院長 林雅哲表示:「如果主管單位,它可以提得出策略,說我用什麼方法可以解決,那也不一定要入法。可是如果提不出這些方法,那你只能用法律去要求。」

不過由多個動保團體組成的動保立法運動聯盟,反對TNVR入法,聯盟強調支持這是一個解決流浪動物問題的方法之一,絕育很重要,但反對回置流浪動物的方法「入法」,認為這是不得已、而非最終手段。

動物保護立法運動聯盟理事長 顏紘頤表示:「因為法一入進去,以後變成就是說,回置好像是一個處理,流浪動物問題的一個正常方法。其實我們來講,我們認為,這並不是一個正常的方法,這是一個不得已、最後手段的方法。」

而主管機關農委會的態度,也一樣不支持入法。

農委會副主委 黃金城表示:「希望能夠回歸當地(因地制宜),因為每一個地方的狀況都不一樣,並不是說你入法,立一個法,就能完全按照這個法去執行。」

18年來,中央已投入超過38億元,處理流浪動物問題,面對資源有限,農委會希望劃設熱點,加強TNVR作為,同時也與地方餵養者合作,有效捕犬降低與社區衝突,認為管理應視情況彈性並多元調整,單一措施入法不見得能解決問題。
