Inmates at a Taichung prison told officials that an official surnamed Liao forced two inmates to write his EMBA thesis for him. The Agency of Corrections is investigating the case. Inmates recently reported a Taichung Prison official for forcing two inmates to write his thesis for him. An internal investigation confirmed the claim. Our preliminary investigation confirms this did happen. The thesis was not completed. He says they were only gathering information. He ignored civil servant ethics and will be appropriately disciplined. The investigation revealed that the official, surnamed Liao, first recruited an inmate familiar with statistics programs to write his thesis last year. A prison instructor acted as his intermediary. However, the inmate was released shortly afterwards. Liao then recruited a second inmate, who previously taught at a university in central Taiwan, to rewrite his thesis. Liao was a non-degree student taking EMBA classes for credit at Ling Tung University. It is therefore unclear why he did what he did. LTU officials say Liao may have been planning to apply for the program down the line. He is not formally enrolled in our school, so he was not required to turn in a thesis. We don't know if he did this because he was worried about having to write a thesis in the future. We don't know. Taichung Prison says the inmates involved say they helped Liao willingly and there is not yet any evidence of abuse of power. However, both Liao and his intermediary will be disciplined by the Agency of Corrections.
