TAIWANESE AND CREW RELEASED AFTER THIRD PARTY NEGOTIATIONS|台籍船員遭海盜劫持 囚禁四年多才獲釋

Over the last ten years there have been many kidnappings by Somali pirates. Usually, most of those held are released once a ransom is agreed on. However, it took over four years for Naham 3rd's captured crew members to be released. Because as in line with international anti-terrorism principles, governments cannot directly intervene and negotiate with the kidnappers. This means that only third-party humanitarian organizations can undertake fundraising for rescue efforts. Plus, the kidnappers kept changing their demands, as the original kidnappers were killed at one point, after which another group of pirates took over. In the end, a ransom was agreed on and the boat's owner managed to came up with part of the ransom, with the rest coming from international fund-raising. ==Taiwanese kidnap victim SHEN JUI-CHANG== This group of people, we were all young, two years and ten months is already enough. This is the Taiwanese kidnapped by Somali pirates Shen Jui-chang. In this video he had been held for 2 years and ten months. He and the other 25 are guarded by heavily armed Somali pirates. In this video, he appealed to the then Ma administration to come out and deal with the situation. ==Taiwanese hostage SHEN JUI-CHANG== Taiwan government , Ma administration if you see this, you must be kind and save us, we are just good ordinary people. ==CHANG SHAN CHENG Former Premier Simon Chang == First, if a government comes out to negotiate, it helps these pirates and terrorists to gain legitimacy. Second, our government doesn't have the funds to give to African pirates. The vessel's owner is the best route and is the one to work to free the hostages. Former Premier Chang said it is not that the government is unwilling to help, but that under international convention governments cannot openly enter negotiations. Added to this, the vessel was not registered in Taiwan, therefore negotiations had to be made through a third party country. Over the past decade, Somali pirates have regularly hijacked Taiwan fishing boats both large and small and at least ten have had ransoms paid and the hostages returned. Other rescues were unsuccessful, as when the captain of the Ri Chun 68 vessel drowned when a US naval vessel sank the pirates' ship. This rescue of this group of hostages was delayed for so long as the kidnappers kept raising the ransom. The Fisheries Agency believes that Shen may be first sent to China and thence to Taiwan due to current sensitive cross-strait relations.
