KMT Calls for NT$10,000 Cash Rebates 藍營提「稅收超徵特別條例」 力主發1萬元

The KMT is calling on the Tsai administration to increase the tax surplus cash distribution to NT$10,000 and says the special bill can be passed before the holiday if the current legislative session is extended until Jan. 19. Legislative Speaker You Si-kun says this is a national matter and the legislature will work hard on it.

The KMT's legislative caucus has drafted a special bill for excess tax revenues and is calling on the Tsai administration to increase the cash rebate from NT$6,000 to NT$10,000. The KMT is also confident the third reading of the cash rebate bill can be completed before the 19th if the current legislative session is extended until then. It is calling on all parties to get the bill passed so everyone can have a happy new year.

Lai Shyh-bao, Legislator (KMT): “The Executive Yuan should know if you're in over your head and incapable of getting this done, you are free to copy ours. We're more than happy to share good things with you. Just follow our lead. We can complete everything by the 19th if we extend the session.”

In response, the DPP's legislative caucus whip, Ker Chien-ming, said the general budget has to be reviewed first and the DPP has not gotten around to discussing the possibility of an extension yet.

Ker Chien-ming, DPP Legislative Caucus Whip: “Our caucus hasn't discussed that yet. Sorry. I don't know what the KMT will do later. We'll see what they do before we respond, OK? We haven't gotten around to discussing this so-called cash distribution issue internally yet.”

You Si-kun, Legislative Speaker: “I of course think the earlier people can get the money, the better. This is a national matter and the legislature has to work really hard on this.”

After the pan-blue camp criticized the Tsai administration's decision to raise debt for the NT$6,000 cash distribution, calling it a ploy to guilt-trip citizens, Su Tseng-chang backtracked and said the government would not be raising debt.

Su Tseng-chang, ROC Premier: “As for excess tax revenues, we have no choice but to wait for the results of the audit. We can't touch the money until July, but we can (make plans). As for financial uses, we'll deal with that at a later date and we won't be raising any more debt.”

Su also responded to reports that the Presidential Office didn't know the Executive Yuan was going to announce cash rebates, saying no steps were skipped.

行政院宣布還稅於民，預計在過年後全民普發6000元現金。國民黨立院黨團召開記者會，提出《稅收超徵特別條例》草案，主張金額提高到1萬元，而且表示只要立法院延會到19日，一定能在年前三讀通過。呼籲盡快召開朝野協商，讓民眾可以好過年。

國民黨立委賴士葆表示：「我們就告訴行政院，你不會的話，你可以抄我的，沒有關係，好的東西我不怕你抄，你就跟我們走。只要我們延會到19號，所有的法定程序通通會走完，絕對可以走完。」

對於國民黨團的提案，民進黨立法院總召柯建銘指出，一定會優先處理總預算案，尚未討論到是不是會延會。

民進黨立院黨團總召柯建銘說：「剛才我們內部還沒討論到這一題，對不起。我也不知道國民黨等一下在議場會怎麼樣，我們看國民黨怎麼樣，我們再回應好不好？剛才在內部我們也沒有討論到，所謂要發現金的問題。」

立法院長游錫堃表示：「我當然越早可以領越好，因為這個是全民的事情，這在國會一定是盡最大的努力。」

只是發紅包現金6000元，被藍營認為是讓民眾增加罪惡感，還被質疑舉債發錢，蘇貞昌也澄清。

行政院長蘇貞昌說明：「至於有超乎預期的稅收，當然要等到審計結果出來，7月才能動用。但是可以來預先（規劃）關於財務的運用，後來再來整個回補，不會增加債務。」

對於行政院發放現金，讓總統府措手不及的說法，蘇貞昌強調，作業都是一步步來。
