Indonesian Fishery Worker Tests Positive for COVID-19 印尼漁工確診 高雄採檢結果未出即赴澎湖

An Indonesian fishery worker tested positive, causing over 50 people to get tested as well. The authories say his broker is likely to get punished for arranging for the worker to fly from Kaohsiung to Penghu before the PCR test result came out.

Chen Chi-yu, Spokesperson, Penghu County Government: “We require seven days of self-health management on Taiwan proper after they complete 14 days of quarantine at a central facility. The migrant worker got a PCR test at a hospital the day before his self-health management period expired. Before he got the results back, he was on a plane.”

On the 15th, an Indonesian migrant worker that had completed seven days of self-health management got an out-of-pocket PCR test at a hospital. His labor broker then put him on a plane bound for Penghu before the results came back positive. Once the Penghu County Government was notified, it located the worker and took him to a hospital for isolation.

Chen Chi-yu, Spokesperson, Penghu County Government: “The hospital notified us today that his PCR test came back positive with a Ct value of 37. The Centers for Disease Control ordered us to take the worker to a hospital for isolation. He will be tested again. His viral load was low, and if his next several tests come back negative he can be released from isolation.”

The Kaohsiung City Department of Health says the 44-year-old man was 14 days removed from his second dose of Moderna when he entered Taiwan on Nov. 24. He completed 14 days of quarantine at a government facility in central Taiwan and was scheduled to report to work in Penghu on Dec. 15. He got a PCR test in Kaohsiung after completing seven days of self-health management, but was put on a flight to Penghu by his labor broker before the results came back. The man was in Kaohsiung for 24 hours, with most of the time spent at his labor agency. As his test report came back with a Ct value of 37 and he is asymptomatic, his case has been categorized as an "old imported case." Fifty-three people he had contact with in Kaohsiung and Penghu have been tested and the 33 tests that have come back so far were all negative. Central Epidemic Command Center head Chen Shih-chung says the labor agency will be punished for allowing the worker to get on a plane before his test results came back.


 

澎湖縣政府發言人陳其育:「經過14天的集中檢疫之後，那再來是我們縣政府有再要求7天的自主健康管理，都是在台灣本島這邊來進行，但是這一位移工，他在結束前一天到醫院這邊做PCR的一個檢測，但是在檢測結果還沒有出現之前，他就先今天下午(12/16)就先搭飛機回來。」

澎湖縣政府如臨大敵，因為16號接獲通知，一名15號剛結束自主健康管理的印尼籍漁工，到醫院自費採檢結果陽性，但他沒有等院方通知採檢結果，就從高雄搭飛機到馬公準備出海， 澎湖縣府一接到通知，就立刻將確診漁工送往醫院隔離。

澎湖縣政府發言人陳其育:「今天醫院這邊有通知，他的PCR結果是陽性，那Ct值是37，我們依照疾管署這邊的要求，來安排這一位的移工先到醫院這邊來隔離，後續我們會來進行他的檢測，因為他的病毒量是比較低，如果連續檢測的結果是陰性，那依照疾管署這邊的通知，可以解除隔離。」

高雄衛生局表示，44歲印尼籍男性，是專案引進國際移工，已經接種兩劑莫德納滿14天，11月24日入境台灣，居檢都在中部集中檢疫所完成，因為15號當天預定要到澎湖上工，所以由仲介接送到高雄楠梓區公司，並安排採檢PCR，沒想到還沒確認檢驗結果，就擅自搭機到澎湖，個案在高雄待了大約24小時，除了採檢，其餘時間都在仲介公司，由於確診漁工CT值37，無症狀，研判可能是境外移入舊案，目前已經匡列接觸者53人。另外個案未確認檢驗結果就搭機，疫情指揮中心指揮官陳時中表示，將對仲介究責。
