MJIB Investigator Suspected of Buying Illegal Gun 北機站調查官涉暗網買黑槍 15萬交保

Investigation Bureau Director-general Wang Jyun-li took over only for a month. However, an investigator surnamed Tsai was suspected of buying guns on the dark web. This case has once again severely damaged MJIB's image.

A series of scandals have broken out in the Ministry of Justice Investigation Bureau. Not long ago, an investigator's transcript was stolen, a female colleague was sexually harassed, and guards trafficked and sold drugs. Now, an investigator surnamed Tsai from MJIB's Northern Mobile Work Station bought guns on the darknet. Previously, Tsai had assisted in investigating the case of suspected drug theft by Hsu Su-liang, the former head of MJIB's Keelung City Maritime Affairs Field Division, but now, he is involved in this illegal gun controversy.

Nieh Chung, Chief Prosecutor, New Taipei Prosecutors Office: “He is suspected of going to the dark web and using bitcoin to buy bullets from the U.S. and import them into Taiwan. We reported this major criminal case to the New Taipei Prosecutors Office on March 8th this year. The prosecutor searched the defendant's residence and office on December 9 and seized evidence and mobile phones. ”

Prosecutors searched Tsai's residences and questioned him last week. Tsai claimed to be obsessed with survival games and bought standard pistols on the dark web with cryptocurrency. However, the guns were detained by US Customs before they were exported, and the Taiwan Police Criminal Investigation Bureau was notified. CIB tracked down the recipient's address and was surprised to find the person who bought the gun was an investigator surnamed Tsai. The case was then reported to the New Taipei District Prosecutors Office. Prosecutors then interviewed Tsai as he has violated regulations on the control of artillery, ammunition, knives, and weapons. Bail was set at NT$150,000.

Prosecutors suspect that Tsai's motive for buying guns online is not simple and will expand its investigation. Not only will they look into the money trail, but will also track down the gun buying process. MJIB stated that it is fully cooperating with judicial investigations and it has transferred Tsai from his current post to wait for the investigation. If it is verified he has broken laws, Tsai will be severely punished. MJIB's new Director-General, Wang Jyun-li, only took over in November and called for strict internal discipline. However, in just one month, his colleague has bought guns on the dark web, which once again severely damaged MJIB's image. 

 

調查局醜聞連環爆，不久前才發生調查官筆錄遭竊、性騷女同事，以及監守自盜販毒。現在又爆出調查局北機站蔡姓調查官上暗網買黑槍，先前，蔡姓調查官曾協助偵查前航基站組長徐宿良調包毒品盜賣事件，如今自己卻捲入買黑槍風波。

新北地檢署襄閱主任檢察官聶眾指出:「涉嫌透過暗網，以比特幣自美國購買槍彈輸入台灣。那在今年3月8號，就報請這個新北地檢署重大刑案處理。檢察官在今年的12月9號搜索被告的住所居所 還有辦公處所，查扣手機等證物。」

檢警上周搜索北機組及蔡男住處，並約談到案。蔡男聲稱迷上生存遊戲，連上暗網購買制式手槍，用境外虛擬貨幣付費，但槍枝在出口前就先被美國海關查扣，並通報台灣刑事警察局。刑事局追查收件人地址，赫然發現買槍者是蔡姓調查官，報請新北檢指揮偵辦。檢警約談蔡男後，依違反槍砲彈藥刀械管制條例，諭令15萬元交保。

新北地檢署襄閱主任檢察官聶眾表示:「本署將積極為後續的偵辦動作，盡速釐清相關的這個真相。」

檢警懷疑蔡男上網買槍動機不單純，將擴大偵辦，除了調查金流，也要追查槍枝管道。調查局表示，全力配合司法調查，已將蔡男調離現職靜候調查，後續若查證屬實，必定從嚴從重懲處。只是新任調查局長王俊力上月才接棒，對內喊話要嚴守紀律，才就任一個月，就有同仁網購黑槍，再度重創調查局形象。
