The government has allocated NT$1 billion to establish an international programming platform. It was interested in having Public Television Service bid to operate the platform, but PTS has now been eliminated as a contender. On April 14, Culture Minister Lee Yung-te told the legislature that the platform will have an independent office space like Hakka TV as well as professional and independent production and broadcast capabilities. He added that it wouldn’t be like what Legislator Cheng Cheng-chien referred to as “little PTS.”
So you’re saying that Public Television Service has already been given the death penalty in terms of the international programming platform, that it has been eliminated as a contender. Is that correct? Yes, yes.
PTS is no longer in the running, but what about Chinese Television System? Lee said there is zero chance of CTS operating the platform. A public bid will be organized and it will invite the Central News Agency to bid.
The Central News Agency has the experience of leading the project, and I thought the final results were quite good. If the CNA’s board of directors passes the resolution to undertake this responsibility, then we will hold a public bid.
The media has reported that the Ministry of Culture has set a goal of attracting one million users and 15 million views in one year’s time. Opposition legislators asked why the selection committee members were asked to keep bid information confidential but still divulged details to the media. They asked the ministry to investigate. Lee said the opposition was being unfair.
You’re still saying that you’re uncertain whether this violates laws? If that’s the case, then I really think that you have neglected your duties. It’s not what you’re saying, it’s super unfair. Why don’t you just hand me over to the law? You have to investigate thoroughly before I can hand you over to the law. You shouldn’t let your emotions affect your decisions.
Lee said reporters have investigative abilities when asked about the media reports, which prompted questions as to whether he was saying other media outlets have insufficient capabilities. During the interpellation, Lee was reminded that he needs to watch his tone while speaking to legislators.
