TSMC Founder Announced as APEC Envoy|APEC峰會11/20登場 張忠謀再擔任領袖代表

The 2020 APEC Economic Leaders' Meeting will take place virtually on Nov. 20. Taiwan Semiconductor Manufacturing Company founder Morris Chang will once again serve as Chinese Taipei's envoy.

We are once again inviting Taiwan Semiconductor Manufacturing Company founder Morris Chang to serve as our representative in the APEC Economic Leaders' Meeting.

President Tsai Ing-wen announced on Nov. 10 that Chinese Taipei will be represented by Taiwan Semiconductor Manufacturing Company founder Morris Chang at the 2020 APEC Economic Leaders' Meeting hosted by Malaysia, which will take place virtually on Nov. 20 due to the COVID-19 pandemic. Tsai said this year is a critical moment in the restructuring of the global supply chain, and therefore she is once again relying on Chang to promote Taiwan's contributions to regional growth to others. She also entrusted him with two tasks.

First, he needs to once again express Taiwan's willingness to contribute even more to global epidemic prevention efforts. Second, I hope our delegation will be able to strengthen Taiwan's links to every country and consolidate Taiwan's crucial position in the global supply chain.

This will be Chang's fourth time as envoy. The first time was during the Chen Shui-bian administration. Tsai then named him as the envoy to the leaders' meeting for three consecutive years starting in 2018, although the 2019 meeting was ultimately canceled due to unrest in host country Chile. Chang attended the press conference with his wife Sophie Chang. He said he was disappointed that the meeting is being held virtually, because he won't be able to see some of his old friends. He added that the fact that the meeting can still be held despite the grave situation highlights the importance of digital technology in the future.

Digital health will become a very important topic after 2020. Taiwan has ample experience and can make contributions to APEC member economies.

This year's leaders' meeting will begin at 8 p.m. on Nov. 20 Taipei time. Chang will participate using the facilities in the Presidential Office's videoconferencing room. Meanwhile, two ministers are taking part in the APEC Ministerial Meeting on Nov. 16. They are Minister without Portfolio John Deng and Minister of National Development Kung Ming-hsin.
