Around 8 a.m. of Aug. 27, a tropical depression located to the east of the Philippines strengthened into the 12th typhoon of the 2019 Pacific typhoon season. Typhoon Podul is moving in the direction of Hainan Island and Vietnam, and will not have direct impact on Taiwan. However, the Central Weather Bureau says there will still be one to two autumn typhoons that will affect Taiwan in the future, and northern Taiwan should be prepared for torrential rain.

The 12th typhoon of the 2019 Pacific typhoon season is currently forming. At 8 a.m. on Aug. 27, a tropical depression to the east of the Philippines strengthened into Typhoon Podul. It is not expected to have a direct impact on Taiwan. The Central Weather Bureau says so far this year, there have been 12 typhoons in the northwest Pacific, which is lower than the average of 13. The majority affected Japan and South Korea. Only Typhoon Lekima and Typhoon Bailu hit Taiwan. It adds September and October are months with active typhoon activity, and it forecasts one to two autumn typhoons that will affect Taiwan. Northern Taiwan will need to brace for torrential rain brought by the northeast monsoon that accompanies autumn typhoons.

We need to be especially alert for autumn typhoons that are accompanied by the northeast monsoon. When they join forces, even if the typhoon is far from Taiwan, the eastern region will still see rain. The sea temperature of the northwest Pacific Ocean continues to remain on the high side. This will mean a warm autumn for Taiwan.

第12號颱風楊柳上午八點生成，預估對台灣沒有直接影響。氣象局指出，今年到目前為止，西北太平洋共生成12個颱風低於平均值13個，多往日本、韓國移動，其中只有利奇馬跟白鹿侵襲台灣，九月十月仍然是西太平洋颱風活躍期，預測接下來仍會有一到兩個秋季颱風影響台灣，北台灣更要嚴防秋颱伴隨東北季風帶來豪大雨。

氣象預報中心副主任 馮欽賜表示：「我們要特別注意秋天颱風，與東北季風形成共伴，一旦形成共伴的時候，即使颱風距離台灣，有點距離，但還是會在東部地區明顯降雨，西北太平洋海溫，一直維持比較偏高情形，這會有利於台灣秋季，維持偏暖趨勢。」

秋季氣溫方面，由於西北太平洋海溫持續偏高，連帶影響台灣秋季溫度偏暖，氣象局也提醒，秋季偏乾雨量偏少，預測下一季中南部將進入枯水期，提醒民眾做好準備。
