Safety of Old Buildings in Spotlight by Earthquake|北市都更牛步 屋齡逾30年宅近60萬戶

There are about 600,000 households in Taipei that live in residences that are 30 years old or older. Concerns about the safety of these old structures resurged during a powerful earthquake on Apr. 18. Following the earthquake, a 12-story building located on Changan East Road that was built 36 years ago ended up leaning against its neighbor. The Taipei City Construction Management Office inspected the building and determined there was no immediate need for demolition or structural improvements. However, civil engineers say the building should be righted.
Civil engineering technicians use tape measures to gauge the distance between the buildings. From the outside, it can be seen that the top of this building located on Taipei's Changan East Road is leaning on its neighboring building starting on the seventh floor. This is the result of a powerful earthquake that occurred on Apr. 18.
The building tilted over this way. Right now, it is supported by the neighboring building, so there should be no safety issues at present.
From the building that is providing the support, it can be seen that there is only a gap between the buildings on floors below the seventh floor, although the distance is only a narrow 30 centimeters. The Taipei City Construction Management Office inspected the buildings and determined the degree of inclination was not large and there were no safety issues. However, the Taipei Old House Reconstruction Association said the building should be righted and strengthened immediately. It pointed out the building is over 30 years old and an aftershock may cause the building to tilt further and endanger its neighbor.
We can estimate that the degree of inclination will increase in the future. In the midterm to long term, there exists the danger that the strength of the pillars will be insufficient. This will be very dangerous.
According to a survey conducted by the Taipei City Construction Management Office, all buildings that required immediate demolition after the 921 earthquake and the 331 earthquake have been demolished. There are also 54 buildings under its supervision that have not made the necessary improvements to strengthen their structures, including 42 and 12 that were ordered to do so after the 921 earthquake and the 331 earthquake, respectively. Thirteen are located in Beitou District, the highest number, followed by three in Zhongzheng District.
Regardless of whether demolition, reconstruction, or improvements are needed, the process needs the agreement of all residents. It is difficult to integrate all opinions, and the authorities are not allowed to intervene.
Regulations governing old buildings with safety issues were enacted in 2017 and offered subsidies for urban renewal. However, Taipei City Urban Regeneration Office statistics show there are only an average of 26 approved urban renewal projects a year. Based on the rate of resettled residents per thousand, it will take approximately 600 years to complete the urban renewal of all old buildings. In the meantime, earthquakes could occur and endanger the safety of these buildings.

從隔壁棟81號大樓觀察,發現只有7樓以下,才有棟距,不過距離不到30公分,北市建管處現場勘驗,強調大樓傾斜角度不大,沒有結構安全疑慮。不過,老屋發展協會認為,應該立刻扶正補強,畢竟屋齡已超過30年,如果再發生餘震,難保不會加大建物傾斜度,恐危及周邊大樓。
北市老屋改建發展協會理事長 胡偉良表示:「將來我們可以預估它的傾斜度會愈來愈大,中長期來講它是有危險,(梁)柱的本身的強度不夠的話,是有很大的危險。」
根據北市建管處調查,目前仍列管建物,從921地震到331地震,需要立即拆除建物,已全數改善,不過,需修繕補強,市府開出黃單,仍有54件列管中,其中921到現在還有42件,仍未補強,331地震後,仍有12件,而其中,北投區最多共13件,其次是中正區有3件。
北市府建管處副總工程師 洪德豪表示:「不管是拆除重建或是要做補強,都要經過全體住戶的合意,意見整合這是一個問題,但這個部分公權力的確無法去介入啦!」
「危老」條例,2017年上路至今,針對老屋都更補助,但從北市都更處統計數據來看,每年平均核准實施都更案,只有26件、安置都更現住戶、約千戶速度來看,老宅全面都更,恐怕要等上600年。如果強震再來,恐怕老宅安全結構問題,將再次浮上檯面。
