CONSENSUS REACHED ON BUDGET, NGO'S ADD ISSUES|前瞻條例三讀 4年4200億.少子化食安入法

Yesterday evening, the Legislative Yuan's special session finally passed the third reading of the draft of the Forward looking infrastructure development plan. The DPP and the KMT caucus reached an agreement on trimming the budget from the originally proposed NT$882.5 billion over eight years, to NT$420 billion over the first four years. In addition, the original 5 categories of infrastructure development under the plan was expanded to eight, the overall plan will now also cover efforts to ramp up Taiwan's low birth rate, improve food safety and enhance human resource development. To effect passage of the third reading on the infrastructure plan budget, the DPP made a conciliatory gesture and cut the original proposition of NT$882.5 billion over eight years to NT$420 billion over the first four years. This passed the third reading without difficulty. Consensus was reached with the opposition and three issues: the low birth rate, food safety and training were added to the original five items of rail construction, digital infrastructure, green energy, urban-rural development and water resource infrastructure. Another issue added to the draft was that central government agencies must conduct environmental impact assessments, viability and cost-effective projections, and submit these reports to the Executive Yuan for approval before a budget is allocated. This infrastructure budget is the first time that the KMT and NGOs have cooperated to produce a draft version of the budget. In the Executive Yuan version of budget borrowing, it advocated a debt limit of 15 percent of the government's annual expenditure. The opposition parties criticised this as abuse of the budget, creating a burden for future generations. They also criticised the hastiness of projects, supported by the green camp to win local votes. The most contentious items were the sheer number of rail projects, the Executive Yuan advocated infrastructure for the densely populated six major cities and construction in urban districts and criticised that none of the infrastructure was operated on a sustainable basis. ==LAI SHYH-BAO KMT legislator== Rail projects are the easiest way to collect votes and to speculate in land prices, rail projects are the easiest path to corruption, everybody knows this. ==HSU YU-JEN KMT legislator== Its a really big mistake for a government administration to use big infrastructure projects to demand and obtain large budgets.
