TAX REDUCTION FOR 12 YEARS FOR URBAN RENEWAL|危險老屋重建 最多享12年房屋稅減半

On April 25th, the Legislative Yuan passed a bill to expedite the reconstruction of old and dangerous urban buildings. The bill provides up to 50 percent tax reduction for up to 12 consecutive years for houses that fit the bill. ==MR WU, resident== Our land ownership certificate is about 39 pings. The house we'll exchange is 40 pings. Because the 1st floor is worth much more, we will get a subsidy of NT$7 or NT$8 million. After having lived in the house for 40 years, Mr. Wu's house became a dangerous building just because the neighboring house was under reconstruction for urban renewal, which caused damage to his house. After negotiation for many years, the constructor finally agreed to compensate and reconstruct the house. ==MR WU resident== The whole building tilted because the neighboring house was under reconstruction. The house was later rated as a dangerous building. At last, the constructor was forced to deal with it. On the contrary, the old houses of 40 years old across the 4-meter road were the same batch as Mr. Wu's house, but they did not win favor with the constructor and had a different fate. ==MR HUANG nearby resident== I am thinking about urban renewal so that I can exchange an old house for a new one. Besides, the house is 40 years old and is too large to endure living in. The dangerous building accommodates 16 households and is to be torn down this year, with all the residents agreeing to reconstruction. However, it requires Taipei City's Urban Regeneration Office to complete the reviewing and the preliminary work will take a long time. To expedite the reconstruction, the government revised the law and offered rewards. Those applying for reconstructing dangerous buildings within 5 years will enjoy 50% of reduction on the house and land tax for up to 12 years. Besides, additional 10% of reward for floor area ratio allotment will be provided if the application is filed within 3 years. The rewards apply to applications filed within 10 years after the bill is passed. ==LIU CHUNG-YI construction company== (Those agreeing to urban renewal) passed the legal threshold but not every household is applicable to urban renewal. The landlords think it took a prolonged period of time. ==ZHUANG MENG-HAN Asst. Prof., Industrial Economics Tamkang University== Whether the landlord can get back the original area remains unclear due to different usage of land zones. Academics said reconstruction may lower taxes, but the house and land tax in Taipei City are high. The tax rate will increase 3 folds under the influence of the tax rate dependent upon street location after urban renewal. The newly-passed bill, which stipulates that reconstruction requires approval of all the households, is more applicable to old houses with simple land ownership certificate and small areas. However, building coverage ratio will also affect urban renewal, involving in households' interest distribution. Quite a few problems may arise in implementing urban renewal. TRANSLATED BY:BRYANT CHANG 為加速老舊危樓重建"都市危險及老舊建築物加速重建條例",今天立院正式拍板通過!凡是屋齡超過30年,經評估後,需拆除或重建的危樓,5年內申請重建,房屋稅及地價稅,最多可減徵50%,最長為期12年!另外3年內申請重建,還能額外獲取一成的容積獎勵。 ==危樓都更戶 吳先生== 權狀一坪是大概39坪左右 我們將來奐的房子是40坪 一樓值錢所以補貼多 補了大概七八百萬有 住了四十年的老房子,沒想到因隔壁都更案施工,導致房屋結構受損,成了危樓,經過多年協調後,建商終於點頭,同意賠償改建! ==危樓都更戶 吳先生== 整棟房子都傾斜 因為隔壁在施工 後來鑑定是危險建築物 所以後來建商就看這個樣子 不趕快解決不行啦 而反觀,隔著四米寬馬路,明明是同一批,四十年的老房子,卻沒受到建商青睞,命運大不同。 ==都更建案附近住戶 黃先生== 會想說都更啊 老房子換新房子啊 而且是40幾年的話 大房子可能是 不太耐住了啦 這棟老舊危樓,共有16戶,全體住戶已同意改建,計畫今年拆除!不過,需北市都更處完成審查,前期作業時間冗長。而為了加速老舊危樓改建,政府修法並提出獎勵,凡是5年內申請改建得危樓,可享房屋稅、地價稅減半,最長12年,3年內申請還能額外獲取一成容積獎勵.不過獎勵效期有嚴格規定,需在法案通過後10年內申請。 ==都更建商 劉中一== (同意都更戶)過了法定門檻 沒有辦法達到百分之百 地主們覺得時間都非常的冗長 ==淡江大學產業經濟學系副教授 莊孟翰== 都更以後能不能夠分回原面積 這一點也無法講清楚啊 因為土地使用分區關係 差距很大啦 學者認為,雖然改建能降稅,但北市房屋稅與地價稅,稅基高,加上都更後,受路段率影響,稅率三級跳!而這次危樓改建條例,也明訂需所有住戶全數同意,較適用產權單純、小面積的老房子,但建蔽率也會影響都更規劃設計,牽涉住戶利益分配,在實際執行面上,問題恐怕不少。 記者黃立偉 張國樑 台北報導
