In addition to educational agreement disputes, attendance of retired military officers at events organized by Chinese government is also considered inappropriate. That's why the Executive Yuan is planning to revise the present regulations. According to the initial draft, the current three-year restriction on visits to China by retired military personnel might be extended proportionally to how much classified information the individual had access during their time of service while state-run events should be avoided completely to protect the national interest. Last November, 32 retired generals attended China's Commemoration on the 150th Anniversary of the Birthday of Dr. Sun Yat-sen. The Executive Yuan plans to revise the Act Governing Relations between the People of the Taiwan Area and the Mainland Area to restrict visits of retired military and government officials to China. Premier Lin Chuan stated that the national interest must be protected. ==LIN CHUAN Premier==  We will not restrict freedom of speech or movement, but the remarks and actions of retired generals and senior ministers, including me, must not jeopardize the national interest. I think it's fitting to place certain restrictions. According to the initial draft, visits of senior military and government officials or personnel working with confidential intelligence during their first three years of retirement shall be approved by the Ministry of the Interior. The number of years may be extended. No visit will be granted to ceremonies hosted by Chinese leaders, and no salutes to CPC flag and emblem are allowed in any of the events attended. Any violation will lead to a fine of up to NT$3 million or pensions getting revoked or returned. Retired lieutenant general Wu Sz-huai criticized that the revision was aiming at them. ==WU SZ-HUAI Retired Lieutenant General== The revision is based on ideology and aimed at retired generals. Targeting us is meaningless. Placing such specific restrictions is narrow-minded. Wu stated that he will abide by the revised laws and regulations, but he also questioned whether or not visits of DPP mayors and magistrates to China are regarded as political events and how the scope of political events should be defined. He said the revision would not contribute to cross-strait exchange.
